never say "never" i suppose, but i too have never heard of oracle
selling lisenses for oem packs on se.

but then, they are not crazy either.  if you happen to have a large
deal in the works (e.g. 5 or 10 millions worth of exadata) and say you
wont sign the deal without diagnostics pack licenses for se, you might
be amazed at how flexible things can be.  (or not.  i have never been
positioned to try this myself.)

under the standard OLSA, by which most of us mere mortals have to
live, AWR is simply unavailable for SE.  happily statspack still
exists.  it is not as cool, but it gets the (basic) job done.
