you cannot count generic accounts used by multiple users as one. Ebusiness 
suite licensing is based on Named users, basically number of end users of ERP

    I can suggest that the possible  ways of reducing the EBS count are:

    1. Splitting the teams and lead by module owner, contacting the each user 
,finding out his usage with EBS and his role.

    2. Another way is to reduce the Enquiry access like AP Enquiry, PO 
Enquiry...etc. In our case Enquiry access means they will not do any 
transactions on the system and it is almost read only access. 

    I think by creating module vise common enquiry access we can reduce the EBS 
count (For Eg: in a department if 4 users are having 4 log in accesses, we can 
create single common user for them)
    I am requesting freelists team members to put some light and provide some 
valuable inputs for reducing the EBS users count.
