If the u.s. had adopted cofdm, there now wouldn't be any content -- or it would be very expensive content -- or you would be watching samizdat video. Nobody who actually produces content (Sinclair only distributes, aside from a few local news shows) bought into the concept. They have legacy NTSC and ATSC franchises to support. Affiliation agreements would have been modified in the meantime to forbid ATSC and NTSC content from going to cofdm to aid the content owners. And, the IF is a big one, since cofdm in the U.S. on reserved channels was dead in the fall of 1999; the fcc never slated an inquiry, let alone the notice of proposed rulemaking process that, if started to permit cofdm, wouldn't be complete today.
