This paper clearly identifies a range of technology solutions that the telcos can use to improve the efficiency of their networks.

What is interesting is that there is not a word about what broadcasters can do to use THEIR spectrum more efficiently.

Sounds like the same old same old arguments.

Maybe if broadcasters spent as much time trying to figure out how to use their spectrum efficiently to reach the 85% of the public that no longer use their RF services, we could have a more constructive debate.

But nothing would satisfy broadcasters more than doing NOTHING; and this includes upgrading to ATSC mobile.

Except perhaps for the many smaller broadcasters who are looking to cash out while they can.
