Actually, Tom, ATSC can transmit 480p, wide or narrow screen, which
is certainly between HDTV and SDTV. In addition to this, with
prefiltering, ATSC can transmit any bit rate it wants for any
program stream you care to transmit. Which is another way to
control quality, even within the confines of Table 3. (This would
be analogous to an FM station transmitting with lower dynamic
range, to restrict its use of spectrum.)

Agreed. With the broadcasters now showing interest in multicasts,
I don't know how this sort of instantaneous quality adjustment can
be avoided.
