I would refer you bert's original posting for context.  

If you think that local news cutins are local content, then 'rock on.'  The
FCC never counts these as local content in licensing proceedings.  You might
want to examine a few 'satellite station' and similar proceedings.

I guess the three hour block of KTLA on co-owned KSWB is 'local content' due
to the two cutins per hour that provide traffic updates -- since few people
leaving home in San Diego are concerned about traffic in downtown LA.

Of course, the three-hour KTLA block only contains San Diego content when
there are shootings at schools.

Bert knows -- just barely -- about over the air television.  


Still, the question remains; what local television does he watch that isn't
over the air?  And, only someone who never watches public access channels
thinks the content there is local; it's actually a different syndication
model, by and large; they just do it for free.  There are many unwatched
channels in this space.

No, John.  I just see a larger forest.

Direct to cable networks are local programs when they include local news 
segments and local advertising.

And you never said "local television for people without satellite or cable,"

you only said "[w]hat in the hell other type of local tv is there save for 
over the air television?"  I gave examples.
