I didn't know that.  Are you really saying that LPTV stations could use 
COFDM or varients already, without special permission if they thought 
anyone could receive it?

Heck, I'd buy a cheap PC receiver just to play with it if anyone was 
doing that.  Dunno if I'd be the only one though.
