When ABC news had a London Bureau in the 1980s I never understood
why they took NTSC cameras over there and sent back NTSC pictures with the 50 
Hz lighting flickering badly.

Why didn't they use PAL cameras and do a standards conversion at the uplink or 
the downlink in the US? 

There were standards convertors available then that would have done a credible 
job, and there would have been NO flicker from the lighting.
