[opendtv] Colombia and Argentina

Looks like Colombia has decided to go DVB-T and that Argentina is about
to (or probably has, by now) signed a letter of intent to go with the
Brazilian SBTVD (a derivative of the Japanese ISDB-T), as Jonas already
reported.

Looks like these decisions and agreements are all made, or at least
signed, at the head-of-state level.
