From the description of their actions, it sounds like these fellows with
the window-mounted scope might have simply been out birding and enjoying
the geese, albeit in a different mode than bicycle birding.
Camouflage might be a good accessory for getting closer views of birds
-- or it might just be a "fashion choice" (like people who wear camo
shorts despite that this makes absolutely no sense in terms of hiding
from anything).
