[obol] Drought at Malheur

It cannot be coincidence that this year's very low water level has made the
dryland birds so much more more abundant. While White Pelicans have gone
elsewhere to nest apparently, the Burrowing Owl, shrike and Sage Thrasher
are widesparead along the public roads.
