So maybe there is some home for that Black-headed Conure I saw flying around
Bend years ago.  I don't think it was ship assisted to Bend.

Nothing should stop the OBA from making its own rules if it wants.  I always
preferred the Oregon Territorial motto anyway:  Alis Volat Propis 
(She Flies With Her Own Wings).    The motto would fit well with a condor
for all to seek.
