If it's the place I'm thinking of on Melrose Rd. w. of Garden Valley Rd., this 
is a nest site that Canada Geese and Ospreys have taken turns with for decades.

This is more common (Canada Geese nesting eagle-style) than one might imagine. 
It is indeed a nesting bird. The loss to predators, coyotes, bear, foxes, is 
obviously lower. For the Vancouver Canada Goose (B. c. fulva--is this still a 
valid taxon?) such aerial nests are nearly a norm. Lars
