Col. Doug Dyer, a program manager at the DoD's Defense Advanced Research Projects Agency (DARPA) and a leading member of the controversial Total Information Awareness (TIA) program, the first set of test data for the project was completed in April 2003. TIA seeks to identify potential patterns of terrorist activity by scanning government and private databases. The program has been widely criticized for jeopardizing personal privacy rights, but Mr. Dyer insists that "Americans must trade some privacy for security" in the post-September 11 environment.
