[ncolug] good meeting ; refining bylaws

propose vote on removal of the section 9 bylaw at next
membership meeting.
this is one carried from WPLUG bylaws that is not
needed.
this one reminds me of the tv commercial with the man
in court listening to the judge and lawyer discussing
the case mumbo jumbo,mumbo jumbo, Mumbo!,Jumbo!.
"9 PARLIAMENTARY AUTHORITY
The rules contained in the current edition of Robert's
Rules of Order Newly Revised shall govern WPLUG in all
cases to which they are applicable and in which they
are not inconsistent with these bylaws and any special
rules of order that WPLUG may adopt"
