It is important to remember that these rules of order are completely flexable to the group. You can create your own internal rules that supecede the Roberts rules:

"...and in which they are not inconsistent with these bylaws and any special rules of order that WPLUG may adopt."

That being said these rules CAN allow someone to disrupt the meeting; however, given the small size of our gourp these attempts can be easily be thwarted.

Now, to the rootkit anology itself. A rootkit hides itself from the system. With these rules, there is no hiding. There is open debate. Everything is done in the open.

It's obvious that you have some specific ideas where this might be used to abuse the rights of others. What are those concerns? Let's shape some of our own rules, which supersede the Roberts Rules, to fix these loopholes you see.

I suggest a rule that would premit a 2/3 vote by the Boadrd of Directors to suspend the Roberts Rules at their discression.
