Does anyone know how to "unlock" a static IP address?

Situation - used iMac G5, trying to connect to internet (cable);  
network settings are correct =>DHCP

iMac will not relinquish its internal IP address (169.254.xxx.xx)

Using Network Utility, ethernet shows "active" and functioning.
