No enough time to fully test yet, but you may have given the clue that was
needed.
Steps:
Highlight the 'offending' folder.
Open rules wizard
Modify rule sending items to junk folder.
Last option and dialog box 'Name this rule'
Find and check 'Run this rule on items already in 'ch' folder where 'ch'
is the folder that needs the second in a series rule.
Finish
It may be a week before I know for sure if that works.

Ken I had a similar problem with Outlook 2000 which seemed to create a copy
of the message before applying the rule/s to the message. You might try
ensuring that the box "stop processing more rules" is also ticked in your
list of options - that seemed to work on a lot of the conflicts. I've
upgraded now so can't remember exactly how I set them all up - hope that
helps a bit.

Rule to move creates a copy.
Rule 1 When arrive if 'ot' is in subject line move to folder 'junk'.
Rule 5 When arrive if 'ch' is in subject line move to fielder 'ch'.
Rule 1 is intended to filter out flagged off topic messages.
In practice, I an getting a copy of the 'ot' in both folders, doubling the
manual filter and delete that the rules were intended to reduce.
Any ideas?
