I have found the solution to my Outlook 2003 problem. We use a document management system called DOCS Open. There is a part of DOCS Open called Outlook Integration that allows a user to attach a document from DOCS to an email. After upgrading to Office 2003, if I uninstall, then reinstall Outlook Integration, it solves the Outlook problem. Whoda thunk it?
