I don't know what the Dev Kit costs but I do know it will let you do things like ship an executable to your DB by shipping a runtime for Access as part of the setup package. I'm not even sure it's still available since MS is actively stancing Access as an SQL compatible solution and the current method is to distribute the MSDE. Macro to turn off line wrap? Hmmm!
