[mso] Excel Formula

I'm in serious need of help with a formula. The most difficult part of this to 
me is attempting to explain what I have and what I need!  I know that posts 
here are not supposed to long or involved.  If someone can direct me to a free 
site where I can perhaps explain in more detail, I would appreciate it. I'm 
attempting to get this sheet done this weekend if possible. Thanks so much.
