[mso] Excel Formula

Hej
Need some help to create a formula, I want to find the % of the different
between 2 numbers either minus or plus
viz:
In column C 3 the # is 19 in column AK 3 the # is 22 AL3 +3 AM3 %
In column C 4 the # is 24 in column AK 4 the # is 13 AL4 - 11 AM4 %
any suggestions?
