What I read into it was that if you bought the current version, you might
get special permission to run an earlier version. Sometimes earlier
versions just aren't available for sale. This way you could the latest
version and then use that license to run a copy of the software you get
from a friend (I mean a legitimate source) if it wasn't available
elsewhere.
For example, if you had some vertical app which would not run under Win
XP, you could buy XP and then get a version of Win 98 or whatever you
needed, and MS might allow you to do that.
