On the SVR it is 'Sound Whistle'. Quote from Section E2, para. 2.1  SVR 
General Appendix  ..."The letters 'SW' signify 'Sound Whistle'."
Will that put you right?
Actually there aren't any SW boards on the approaches to our tunnel!
