Barrie,
     Being somewhat in the same professional boat as you, subject to the
whims of shortsighted and self-serving officials and regularly second
guessed by anyone who's "Read a book on it", that has become probably THE
most important aspect of model engineering for me.  Being an irrational
pursuit, nothing about it requires explanation or justification, . . . . .
unless of course whilst awaiting a clear road you take a moment to chat up
the maid in the concessions stand and let someone else's boiler run dry.
