[macvoiceover] Re: speech during the restart process after an update

It has always been possible to do this. but you have to turn it on or just 
turn on voiceover before the system shuts down.

ah cool just like you could in tiger. at that time it was moved before
vo wasn't active. glad it's back in some form.
