I did a little more digging, and found that if you are using enhanced dictation
it does indeed take a while to load resources into active memory. I figure that
Apple has all of my data anyways, and can do whatever they want with it, so I
might as well use the server based dictation if I'm on line. It also has the
convenience of having your address book names, so it has odd spellings already
loaded.
Seems to be a much snappier response using non-in Hanst dictation. That seems
an odd thing to call it, nonenhanced, but standard dictation doesn't seem to be
what they call it either.

With enhanced dictation turned off I’m getting a different beep tone at
