Sorry, should have been more clear, I don’t mind making things visually
pleasing, it’s all the steps that are tedious.

I just tried your suggestion to save a document with the shortcut keys for
headings set up as a template and it works. I just opened up a blank Pages
document choosing one of the existing templates. I then added the shortcut
keys to the 3 heading levels, then went to the File menu and chose "Save as
Template. From there you click on the "Add to Template Chooser" button. You
will be in an edit field where you can type a name for your template. After
typing a template name, you must click on the "Create" button. I wasn't able
to VO Right Arrow to the Create button, so I had to tab to it. Now, the next
time you open a new document this new template will be there to choose, and
the shortcut keys work as expected.
