I suggest you upgrade the memory if possible, then upgrade the hard disk to a
solid state.
I recently upgraded my 2013 macbook pro with 8gb memory. didn’t upgrade the
memory, but did replace the 900 GB hard disk with a 1 TB solid state.
it was like getting a new machine.
Nex I will upgrade the memory to 16 GB.
Currently I have seen solid state disks 1TB for around $150. Certainly cheaper
than buying a new mac.

There are many possibilities why you are experiencing a sluggish machine.
Firstly I don't understand what you mean by pressing those keys you mention.
To turn quicknav on or off you only need to press the left and right arrows
at the same time. To access the voiceover options you press shift control
options and command at the same time.
Secondly you could open Accessibility preferences and go to keyboard and
make sure sticky keys and slow keys are not checked.
