Two things come to mind first off.
Are you using several voices for different aspects, if so set them all to your
default. I once experienced delay when VO had to unload and reload another
voice, particularly when I had set up different voices for different
applications.
Secondly check your HD memory, it is recommended to always have 20% memory
free, things may start to slow down as the drive gets too full.
I would think your machine should not have a problem with voiceover.
Is voiceover slow with everything or just a particular situation ?

There are many possibilities why you are experiencing a sluggish machine.
Firstly I don't understand what you mean by pressing those keys you mention.
To turn quicknav on or off you only need to press the left and right arrows
at the same time. To access the voiceover options you press shift control
options and command at the same time.
Secondly you could open Accessibility preferences and go to keyboard and
make sure sticky keys and slow keys are not checked.
