[mac4theblind] What does this downcast setting actually do?

Downcast, settings, "the media backup switch button.
What actually happens when one turns it on? Note: I don't use iCloud but do use
iTunes.
I can't see the podcast episodes or podcasts in the sources list podcast
section of itunes.
So unless I'm not getting something which I'm obviously not, what does this
functionality do between the iPhone app and iTunes when I've plugged it into my
MBP.
