I would always recommend purchasing a monitor or interfacing with an available 
monitor. there are some older mac minis that have a hardware issue where 
voiceover struggles to respond correctly and in certain circumstances the GPU 
will fail the connector for DVI, etc. this goes back to some of the early 
intels and some G4 machines.

you can pick up a cheap LG or anything like that with DVI or HDMI and go that 
way. the reason also as stated  by the author of the email is for sighted 
assistance. as an example, if you have an application with an area that cannot 
be interacted with through voiceover and THERE ARE applications out there that 
don't have a VoiceOver layer, a sighted assistant can help, also where CAPTCHA 
codes are available on secure sites. without a monitor, you're screwed as 
voiceover has no definition to a captcha element as it's a BMP file or JPEG 
file and not pure text or tag identified.
