Not for me. I just hit cmd f5 at first start when it says welcome to voice
over blah blah blah. and it works good. It's been like this and I'm on my
second mac. This is and was from a fresh start when it came from the store.

Once booted then you can set the function key state under the keyboard
settings in preferences but unless you’ve done that ahead of time the FN keys
will have very different effects since they adjust machine characteristics

keys in normal mode so also press the fn key which is the lower left most

So command, fn, F5.
Or the button left of the space bar, the button left at the end of the row
and F5.
