Yes, don't think you can get a unlocked iPad but might can. My is on ATT .
But you might call Apple and see if they sell unlock iPad. I don't think so
because they just have data and no voice. HTH

If you get an iPad 2 with Wifi only, it will not be locked to a carrier at
all. The iPad 2 with 3G, I believe, will be locked to either Verizon or AT&T
in the US.
If you don't need 3G, the wifi model is $130 cheaper upfront. The nice
thing, though, about the 3G models is that they do not tie you to a
contract. You pay only for a month's worth of data at a time, and you can
cancel at any time. I believe, if memory serves, that AT&T's rates are $15
for 250MB or $25 for 2GB.
I'm seldom out of range of a wifi connection, so I didn't bother with the
3G, and don't feel like I'm missing anything.
