It's apparent to him (and to many others, except Bush's closed circle)
that the world is now far LESS safe for exactly the reason you indicate:
The U.S. is spawning terrorists-in-making at a far greater rate than Bin
Laden could even imagine. The U.S. will be dealing with all these
autonomous terrorists for YEARS, and they won't require a governmental
program in Libya or Afghanistan or Iraq to urge them to blow themselves
up around Americans somewhere.
