I thought he was in Istanbul.....I'm so confused....  but, at least,  I'm

having spent 2 hours on the phone going around and around w/ state and govt  
officials desperately in need of Logic 101.  If the Federal Govt functions  
the way the State & County Govts do, it explains a lot of  things!
