That's not a "recipe", you're just setting a variabe to be *used* in a recipe.
Like I said, I have precisely that line in *my* .procmailrc, but mail still goes
to /var/spool/mail by default. I do believe this may be a critical diff between
using sendmail and postfix.

You would need to do something like:

:0
*^To: meph@hisaddress
$MAILDIR
