The regular letters and digits are passed through unconverted, while the special characters get converted generally to a sequence of the form "=XX", that is, an equal sign followed by two other characters, which in fact are the hexadecimal (base-16) value of the converted character based on its position in the ASCII definition table. For instance, a space " " becomes "=20", or 32.
