Tha`nh It was in the news last night that this is affecting all internet transactions and also ATM transactions. Here is a link. I am surprised that it did not make it big in the news. Korea and Japan were especially hard hit. Probably because the IT staff did not maintain their servers with software updates as regularly as they should.
