What hitting that key combination twice does is put the current title bar,
whatever that may be, into the virtual buffer. So I guess the answer to
your question, if I understand it, is that you will need to do this every
time. Then hit escape to dismiss the virtual buffer.

With JAWS you can fith the virtualize the title bar by hitting insert+t twice quickly. this will put the title bar into the virtual buffer.
