Use alt + N to get to the bar and then hit spacebar to open the context 
menu and select download file.  It's not uncommon for it to come up.  It 
has on the NLS site from time to time for me as well.

      Hi Missy the problem is not with the video card. The thing is that 
internet explorer brings up the information bar because it wants to know if 
you really want to download a file. You never know it could be a virus and 
it brings that information bar up for a reason so don't think it is the 
video card.
