Hi! I understand this. My question is why has it just started doing this 
after never doing it before, and my concern is the inability to read the 
changes in status of IE options.

    Hi Missy the problem is not with the video card. The thing is that 
internet explorer brings up the information bar because it wants to know if 
you really want to download a file. You never know it could be a virus and 
it brings that information bar up for a reason so don't think it is the 
video card.
