Its the way your cabling is set up. they probably have you going from the wall 
to your dsl modem then a line out to your phone. what you need to do is unplug 
the jack from your phone and place it in jack on your modem on your computer, 
its usually the one on the right. then take another phone cord plug it into the 
other jack on your modem and send that to your phone. You should be able to fax 
now.

  I used to FAX from my Open Book, when I had Dial Out!
  But since I have had DSL installed with A T and T, my ISP, I can no longer 
get this feature to work!

  I do not even know how to start to approach this problem.
  My Computer does have a FAX / Modem, and I am using XP-Home, JAWS 9.0XX and 
Open Book 7.0X.

  Could anyone suggest where I might start to have my Open Book faxing feature 
start  working again?

      I use the Fax Printer available with my XP Pro installation, and a phone 
line connected to my PC. I can create a document in MS-Word, for example, then 
send it to the printer called "fax" and after giving it a phone number it gets 
sent.

      Faxes received are collected as bitmap files that I can retrieve from a 
folder and OCR, as well as print.

        It is $4.95 but I spoke too soon. the site is accessible until you need 
to upload your document from your computer then you're sent to a page that jaws 
cannot read. I'm waiting to hear from the company to see how they wil address 
this complaint.

            Ignore my last post. I found an online fax service that cost $.95 
per month for 50 outgoing and 100 incoming faxes. this gives you 20mb of 
storage. You can purchase more space if necessary. the site is very accessible.
