Good morning,If this is truely a text-based PDF, and you cannot access it with JAWS and Acrobat Reader, you may try Saving the file as text.
File > Save as Text. It will be an inconvenient read, but will help you in the short-term.In the long term you should probably look at investing in an OCR application like FineReader, or one of the reading products like OpenBook or Kurzweil 1000.
