Yes--you can activate the button. You'll just need to use the JAWS cursor.

  Well,  the page was not created in the best fashion to begin with.  The page
  is heavily coded with javascript.  You will not be able to tabbed to the
  button that says "start".  Because it is built with javascript I don't think
  jaws will be capable of reading the page.
