Yes. Use the main JFW menu, under Voices. You must do this when
Outlook is running. If you have several apps running, go directly
from
Outlook to JAWS, with Numpad Ins-J (substitute your JAWS key of
choice,
if you have mapped a different one--I seem to recall you're the girl
with the new notebook).
On the first screen, choose "Global," if you want all voices (the
cursors, keyboard, and messages) to be affected. Then choose Outlook,
when given the choice of Outlook or Default.

express? I know how to change rate on the fly with page up and down,
