Yep, and I've tried everything. The strange thing is in the customize
punctuation options there all set to all for word, but in the synthesizer
options they will not change from the default file. I have probed, and
tried, and tried over and over again to get this to work, lol.

that's the point, she clearly stated that she saved the changes in
the proper manner, yet JAWS 8 refuses to save her settings.
