I had the same problem with Vista and Windows Live Mail Desktop.
I use JAWS8 and just switched to 9 and the way I resolved it was to make all
messages plain text instead of HTML.
Then you have to press enter in the message to get forms mode.

I'm using Win XP PROFESSIONAL and Internet Explorer 7.
