Check in the file menu, and make sure you have it set to download  full items, 
under cached exchange mode.

  Much to my astonishment the ctl+m does receive email. The F5 does absolutely 
nothing. And, yes, F9 also does send/receive.

  You can manually check for e-mail by pressing f5, and I think ctrl+m might do

    From your in box go to tools, options, mail setup tab, and tab to the send 
/ receive button and hit enter, then tab until you hear automatic send / 
receive and put a check in that box and tab and set the minutes between 
automatic send / receive.  Then tab to ok and hit enter

    When I don't get new emails coming to my outlook when I have it open and 
waiting . So what I do is close it every 15 minutes or so then the new emails 
appers.
