Below are some instructions for creating a filter.
I hope I made them easy to understand, if not, or if you need more help
please let me know.

The following steps are for creating a filter in Outlook Express
We will be working from the menu bar, so as to become familiar with it.
You can learn shortcuts with time.

1. Go to the tools menu, arrow down to, message rules, and press enter.
2. Select, mail, and press enter.
3. You will be placed in a dialogue where you can select your criteria for
your filter,
so arrow thru the list until you come to the one that says,
"where the to line contains people, and press the spacebar to check it.
4. Tab once, this will place you in a dialogue where you can select the
action you want, arrow thru the list until you come to, "move it to the
specified folder", and press the spacebar to check it.
5. Tab once, this will put you in a dialogue to click on an underline value,
arrow down once to where it says, apply this rule after the message arrives,
contains people, and press enter.
6. This will place you in a dialogue where you can type in someone's e-mail
address,
or, tab until you come to the address book button, press enter and then
select the name from the address book.
7. Once you have a name selected, tab to the, to button, and press enter
8. tab to okay, and press enter.
9. Tab to the options button, and press enter, in this dialogue,  you can
make sure, that the message contains the people below radio button is
checked.
10. Tab once,Jaws should say rule conditions llist box, arrow down to the
name you previously entered, and use, insert8, to have Jaws read this line
to confirm your selection.
11. Tab to okay, press enter,to close this dialogue, and then do the same to
close the next one.
12. Now, you are back in the dialogue where you click on an underlined value
to edit.
Arrow down until you hear the name you entered, with the word specified
behind it, and press enter.
13. Now you are in a dialogue where you can create a new folder, or select
an existing one.
Make your choice, and press enter.
14. Now you are in the dialogue where you can name your rule.
Give your rule a name, and tab to the okay button, then tab to the apply
button, and press enter.
15. Tab to the, apply now button, and press enter, then tab to the okay or
close button, and press enter.
You may have one more okay button to press enter on, to completely exit the
rules dialogue.
Now, any messages with the name you specified, should go into the folder you
specified, as long as that name appears in the, "TO" field of the incoming
message.
